Yes. Alongside file uploads you can connect an existing service — OGC API Features, WFS, ArcGIS REST, a GeoJSON URL, or Opendatasoft. The data stays at the source and your dashboard reads from it directly, so it reflects whatever the publisher has released.
Re-upload the file and the Data Explorer stores it as a new version alongside the previous ones. Your dashboard keeps its layout, widgets and filters — there is nothing to rebuild. Connected sources update on their own, since they read straight from the service.
Not for public links or embeds — anyone with the link can open the dashboard, and a password can be added on top. Sharing with named colleagues or with your whole organisation does require them to sign in, which is what makes per-person and org-level permissions possible.
